I suppose that, if they are ready to draw wax, then they will go at it,
but could shut down quickly if the weather turns really cold.  But, if they
do, what's the harm, right?  They'll just pick up again, when temps rise.
 What I wonder is: are bees of the right development phase in the colonies
now to draw comb?

Perfect hit of nail on head. This is my concern. It looks like next week we
will go into more seasonable or slightly cooler weather (highs in 40s)
compared to the prolonged 50s. My guess is, if I started now, not much would
happen anyway, so just wait until conditions are more favorable.

I have a feeling that many new beekeepers in our area will end up with
starvation problems, as I did one year when I first started. Too early
build-up (boiling), cold snap and one colony starved (I was away for a week)
with plenty of stores a few inches from the cluster. I am moving candy
inside the inner cover today, just in case.
