This just out, AIA passes resolution to have Africanized Bees classified as a pest of European Honey Bees.  .....   AIA members believe that such a declaration (USDA-APHIS PPQ shall identify and determine that the Africanized Honey bee subspecies is a pest to European lines of honey bees .....) will allow states to take 
appropriate steps to regulate the AHB subspecies as a pest.

I am very interested in these "appropriate steps".   What might they be?   As evidenced by Australian authorities in their attempt to eradicate the influx of Apis Cerana, control of feral swarms is just about impossible once introduced to an area.   I know that Florida, Georgia, Alabama, and Mississippi have what is called best beekeeping practices in an effort to protect beekeepers in AFB territory here from litigation.  This, however, will do nothing to control the influx of AFBees into areas where they can survive.
