Eligible losses may include excessive heat or winds, flooding, blizzards,
hail, wildfires, lightning strikes, volcanic eruptions and diseases, or in
the case of honeybees, losses due to colony collapse disorder. Beekeepers,
most of whom suffered honeybee colony losses, represent more than half of
ELAP recipients..."

This violates the rule that one can only benefit from one's bees in equal
proportion to what one puts into one's bees, but those cashing checks likely
do not concern themselves with such thoughts.

If your are complaining about fraudulent claims
then I agree with you

ccd makes beekeeping quite hard,
the lack of adequate public health response
can be blamed on both the government
and societal factors

I started this year with 2 hives,
the ccd loss(2013) was greater than the bear loss
Here in Ontario I got money for the bear damage,
because of the banned spring bear hunt that is only fair
And the amount was almost fair too (unlike the past)

This year raising queens was quite hard,
one of the nucs may not have a queen after 4 or 5 attempts
There were plenty of lost maing flights and
dead late q puapa
The new "resistant " queen was perhaps only resistant to varroa
My strain was more tolerant, I should have raised more of them,
but I can still see physical syptoms in all hives (ankle rub)
I don't think I am 1/2 way there yet
