Why boil, or even heat, the water.  Sugar will dissolve perfectly well in
cold water if you agitate it.  I used to use an old washing machine - 25kg
sugar made up to 9 gallons with cold water and agitate for 15 minutes -
before I went over to using Bakers' fondant.  Agitation costs far less that
heat and is better for the bees - and for the environment.
