Hi Karen,
There are still a few skeps about here in Scotland although I am not sure if
you can buy a ready made one.  You can make them easily yourself which can
be quite enjoyable.  Upside down they make a good cat bed!  I have two cats
who live in an upside down skep in the porch.  Once you get into the hang of
making them you can make them with removable frames as in top bar hives with
a sort of "hat" on the top.  In this way you will get round the regulations.
