Jim and All,
 I agree that states would have to do the testing. That would be a challenge in itself. It can be done if everyone understands what is at stake. Our food and the environment are both important. All our pollinator's are needed for our food supply . We need a vibrant agricultural community to keep feeding all of us. We are one if you look at the big picture. 
 Talk is cheap and it would take work to reach a goal. We made it to the moon , not because it was easy. We do have some tools not like having to make new technology. We would have to be on the bleeding edge working together.
