Yes.  We did that fairly often.  The results were variable.  We did not use the 
newspaper, since that is usually a beginner practice, mostly for people who 
don't know if the bees will get along or not.  

If the queen was good, they would come along OK, but if the small colony was
small due to inadequacies in the queen (we assumed), she would often disappear.
