Using a washing machine is doable, but unless you have a very basic 
washing machine, and don't plan to use it for clothes, this is the hard 
way.  Even if you don't there are easier ways.

If you plan to put the syrup into a drum anyhow, just fill the drum with 
as much hot water as you figure you'll need and put a sump pump into it, 
then add sugar slowly while the pump runs.  If you pre-measure the sugar 
and water, you'll get the right mix.

  A  90 degree elbow on the outlet side of the pump will deflect the 
output so that the water swirls in the drum adding one more allows 
directing the flow downwards to pick up granular sugar on the bottom.  A 
heavy-duty submersible is the best choice, but the cheap stand-up ones 
work fine, too.
