peter, i believe he meant the last sentence of the "history" section (as he pasted this section in the email):

"He is also the Chair0an of an Almond Board Bee Task Force recently formed to ensure a healthy and adequate supply of bees for almond pollination"

...this could mean almost anything.  such a task force could support u.s. beekeeping in one way or another, or lobby to let migratory bees come in from mexico.  i expect they will be looking for the least expensive option with the least risk of failure.
