Yes, and it is also often the case that consumers have access to  pesticides mixed in concoctions and used in applications that would be illegal for a licensed pesticide applicator to do the same.  Even tick collars have benefit of treating your children with a dose of pesticide when they pet the dog or cat.  Yes, the collar is pretty, wrapped in nice packaging with a happy little dog or cat pictured.  Still a dangerous practice, but one consumers demand and tend justify in their minds as safe, same as we often see beekeepers having the need to justify the  practice.
