My sugestion (from Wedmore):
(it works)
Put an empty box on the hive (no frames), then a sheet of glass
All this must be bee tight
Raise the cover a few inches so light can get
in the top (brick, scrap 2x4,etc)
The robbers go  up to the glass,
bang their heads on it for a few days.
Whether they are demoralized, concussed or just smell 
wrong they end up joining the robbed hive
Use a small entrance for a few days
These former robbers make excellent guards
