I have grown apples in central MN since 1995 and currently manage 2500 trees. I rent some colonies only to apple growers whom follow my spray philosophy.

I have never seen any problems with Captan, Nova or Sovram which are all used for apple scab. I keep around 20-30 colonies year around at my main orchard and have my starter and finisher queen rearing hives on the same property. Although scab season is long over with before we have enough drones mature for mating.

Sovram is a sterol inhibitor and used for post infections of apple scab. If used with a protectant like Captan, a crafty grower who is concerned about pollinators can avoid spraying during peak bloom and still get adequate protection. Sovram and Nova have a 96 hour kickback which means you apply it after a scab infection which requires rain and spores above an infection threshold level. Spraying Sovram then before bloom or before a major leaf wetness period (rain) then is a waste of product and shows a lack of education by a grower.

From what Bob H. has shared, it sounds like a more viscous spray regime is used in other parts of the country for apples. I have never heard of any regional problems revolving around apple pollination but then again we must be in the twilight zone here as we don't have the gigantic and continual collapses and CCD rampant that others insist is a reality.
