I use old potato sacks made of jute.  By the time I get to use them, they are years old and no longer for for the originally intended purpose.  Just in case of any residue, I leave them outside all winter so they get well drenched and are about to rot.  When the rolls of sacking have once been lit, a mere spark at the charred end will re-ignite.
