People buy what they like. Sweet treats sell because people like the taste. Look at a vending machine if you want to know what sells and why. The idea that people are being manipulated into eating sugar is nonsense. 

By the way, I don't know if you have eaten salt free items such as bread and tortillas. There is a reason that these things are laden with salt: without it they taste like cardboard. 

One thing about the free market is that it encourages excess. People tend to eat too much, drink too much, work too hard and play with a vengeance. The opposite, however, is grim. And moderation is a skill that needs to be learned, not enforced.
