Probably.
 
I overwintered a four framed nuc last winter here in the UK but we
had a mild winter and we are in the south of the country about 51degrees N
if my map reading is right!
 
The nuc was healthy in the autumn and  came out of the winter great but
has been troubled with Verroa mites since.
