Upon first guess, I would say the phrase is redundant.  A castrated bull (steer) would be unable to procreate, thus would be a "bum."  And like any "bum," likely not too interested in the work he was called to perform.
 
But the phrase has nothing to do with cattle and the "steer" is like steering a car or giving directions.  A bum steer would set you off in a unproductive direction.
 
And it sounds like Peter got a "bum steer."
