I recently picked up a 4-pack of army issue "bug nets" that go over a hat or
helmet and cover face and neck.  While they're fairly delicate compared to
a real bee-veil, and not as voluminous, they seem quite workable as a an
"emergency" veil.  Check your local surplus store.  These were something
like $8.99 for a four-pack.
