Alabama Law requires that all beehives be registered. There are fees on a
scale relative to the number of colonies. There are fines for non
compliance. Alabama currently has 2 full time bee inspectors. Queen and
package producers MUST be inspected and certified every year. Honey
producers are inspected at random and average a minimum of one inspection
every 2 years. Beekeepers can request an inspection and the inspectors
react quickly. On request the inspectors will inspect any hives one is
planning to buy which is great for new beekeepers buying established hives.

See http://alabamabeekeepers.com/documents/State%20Registration.doc for fee
structure or http://alabees.com/buzz.htm click on Alabama Law, Title 2,
Chapter 14 for the section of Alabama law that applies to Alabama
beekeeping.
