121 cases for 81 Departments is 1.5 cases per Department. My Department is Rhone Alpes, not the biggest of the Departments but with 13,250 beekeepers over a surface of 43,698 km2  1.5 cases of AFB is not a shocking number.

In France even someone with a single hive has to register with the State veterinary service and there are penalties for covert beekeepers.
