It seems obvious that the problem was bacterial or the terra would not have been effective.  It is also perfectly legal for a Vet (just like a human MD) to prescribe a drug for an off label use.  Do not confuse pesticide laws with drug laws.  While it is illegal to use a pesticide off label it is legal and dirt common to use drugs off label.  It is a practical impossibility to test every antibotic against every known and unknown bacteria so there is little choice but to use them off label.
