Without treatment, 80-90% of hives in the U.S. would likely die within 2-3 years ... in 
the 10-20 years it would take for the national honey bee population to rebound, crop 
production would suffer. 

Not a great perspective but a question in my mind would be: would the rebounded bees be reliably varroa tolerant after the stipulated 10-20 yrs?  I think this would be hard to back up unless it has already been demonstrated somewhere.
