I have seen this from time to time as long as I have kept bees (40 years) and
in occasional isolated cells for the most part.

I have never seen it in more than a few cells, except where frames are incorrectly 
spaced and bees seemed to build a new bottom for the cells over pollen and then 
I have on occasion seen large areas covered under.  That was always on old 
frames of pollen placed into hives on the expectation of their being cleaned out
as I recall.
