You're joking, right? Genetic engineering is a tool, a technique. In that respect it is no different from other tools and techniques in that it can be used in a variety of ways. 

Some GM examples: experimental use (proof of concept), medical use (cure diseases), agricultural use (GM plants), dumb use (glow in the dark fish), evil use (killer genes). 

No different from any tool, like a knife. Think of all the things you can do with a knife. Cook, carve, clean fish, save somebody's life, take somebody's life.
