Not exactly the whole truth.  Federally, Health Canada/PMRA are considering
a ban on imidacloprid, not for its effects on pollinators, but instead for
it's effect on aquatic insects:

"The environmental assessment showed that, in aquatic environments in
Canada, imidacloprid is being measured at levels that are harmful to
aquatic insects. These insects are an important part of the ecosystem,
including as a food source for fish, birds and other animals. Based on
currently available information, the continued high volume use of
imidacloprid in agricultural areas is not sustainable."

Provincially in Ontario, treated seed(primarily clothianidin and
thiamethoxam)  is being regulated as a pesticide so that you have to
practice IPM in order to use it.  This is being phased in.  Last year grain
farmers in Ontario could use treated seed on 50% of their land without
practicing IPM and had to practice IPM to use it on the other 50%.   More
