I would not be using the pentachlorophenol as studies way back showed that 
it can end up in the honey.  Maybe the only use would be the cleats under 
the bottom boards, if you use them.  This way it would not come in contact 
with the bees.  I would also be painting the cleats.  It should be an oil 
based preservative so you can have some problems with making paint stick

As for creosote, I am not a fan of that but have seen many photos of hives 
in the USA treated with creosote.
