So far when combining swarms, I've had success in letting the bees
decide which queen stays. If both swarms are freshly caught, which they
have been in my situations, I just spray them down with a weak solution
of vanilla, toss 'em together into a deep brood box and let them figure
things out. I suppose there's a risk of one swarm taking off but that
hasn't happened - yet.
