Certan is a strain of BT that is lethal to wax moth.  It will certainly
not be effective against small hive beetle.  However, there ARE strains
of BT that are lethal to the Colorado Potato Beetle, so perhaps there
are strains of BT that are lethal to SHB.  Personally I don't know.
Perhaps Mike Griggs will have some insight.
