I think I know what it is.  You went from a tall nest where the queen laid in the new comb to a horizontal one.  The coverage and thermal dynamics are quite different bet. the two.  You need a lot more bees in the horizontal deep to cover the same amount of brood!

The bees build up more efficiently in vertical/narrow hives.  The new comb is a much more secondary consideration.  The best time to do this sort of re-configuration is when there is a lot of emerging brood.
