Minneapolis just legalized beekeeping this spring.

here is their ordinance which seems generous.

My understanding is Marla Spivak had a major influence on the ordinance langauge and was 
a great asset and source of credibility in the city hearings. Maybe you can find a similar 
person who would lend a voice in the NY region.
