Point 1:  Do you need out of state hives to fulfill all the pollination requests made by the pollen growers or can the Californians handle the requests for hive numbers in state?

Point 2:  This is a nebulous question and brings forth ethical considerations.  Would commercial beekeepers knowingly bring in infectious hives, knowing that they would cause considerable harm to other beekeepers in the area, just to make a buck?   Ancillary Question:  How would one determine one's bees were sick and infectious going into the winter season?
