....my reading is roughly:
(paraphrase)
"The only breeding program ever to have been demonstrated to work is natural selection.  The other exception is this plan that we present in 2010.  This plan isn't substantially different from many breeding programs over the last few decades....which of course make up many of the plans that have not been demonstrated to work."

A vicious circle indeed.
