Looks like an anti swarming device I saw advertised in ABJ or Bee Culture in
the early 90,s.
 Apparntly you alternate brood frames and the gadets in the brood box and
hey presto all your swarming, disease and general beekeeping problems are
solved, I recall the manufacturer took out a full page advert so he must
have had some confidence in his product.
