Brian Ames asked 'does this mean all domestic honey needs to be labeled as "Product of USA"?'
 
My interpretation is a qualified yes.  
 
The qualifications:
1.  Country of origin labeling appears to only be mandatory if you use a USDA mark or grade.  I'm guessing that most beekeepers selling at farmers markets or out their homes do not use the USDA mark so the country-of-origin requirement would not apply.
2.  In other contexts, a country of origin requirement can be met by showing a state or county instead.  I haven't yet found anything contradicting that practice here so "Product of Ohio" should meet the requirement as well.
