I live in Chautauqua County the most westerly county in New York.  Bears
have been a problem.

Strap your hives. Use an electric fence with a chichen wire ground grid.
Keep grass and weeds off the fence. Use a hot fencer 7000 volts minimum
10000 better. Do not use a 6 volt solar fencer. They are not hot enough nor
have enough storage capacity in the battery. And finally keep the battery
charged. The fencers output is roughly linear with the battery until a
threshold is reached and the fencer quits.

The bear won't quit.

Don't feed the birds especially  near the bees.
