A bit late into this subject as I am in Western Australia but I remember many years ago we discussed this on Bee-L.  I said how we have also seen it in Australia even though we do not have Varroa destructor.  At the time there was some talk about it being a sign of some hygienic behaviour.  Wax moth grubs was ruled out at the time.
