It sure looks like you pulled all the triggers I would have pulled and more.  When I have had what I presumed was EFB terra treatments showed a positive response in a few days.  I treated three times as per the label.  I have not had a single case that reappeared after treatment.  I also have only found it in nucs that were under five frames of bees.

You also have done experiments that show it is limited to this years queens.  I would lean hard on the queen supplier for information.  I also would not buy his queens again for a while.
