I have never had problems getting bees to draw plastic foundation.
Secret is, strong colonies during a flow.  Helpful hint is, don't mix
plastic with wax.  All plastic, strong colonies during a flow GUARANTEES
excellent results.

Now, starting with a package means you won't have a strong colony and
I doubt you are having a flow in mid April (but I don't know your
location), so you only have one out of 3 (all plastic).  So, FEED,
FEED, FEED!  Spraying sugar water will help, but since your package will
have no choice, spraying is not required but it won't hurt.  Another
nice thing abour plastic is that if the bees don't draw it as you want
it you can simply scrape out the bad spots and the foundation is still
intact.  Just keep runnin' that play until your bees get it right!
