This 'clumping' can often be seen in early morning and evening if
the weather is real hot ! Like it is too hot inside the hive, so a pile
will step out side for air.
 
You really need to provide a few more details such as:
 
Where you are-it is real hot there-what time of day or eve are you
seeing this clumping, etc.
