Well, they failed to prevent the importation into US of tracheal, varroa, the viruses and the African Bees. Whether they stalled them is sort of a side issue, one that I didn't address. 

But they're here now. My chief concern is spending millions of taxpayer dollars on something we should be capable of regulating ourselves. 

By the way, I don't suggest willy nilly importation of bees, but the acceptable areas should definitely be extended to Chile. Argentina and Europe. They don't have anything we don't have. Tropilaelaps is the big worry, at this point. What else is there we don't have? I know, the X factor.
