Aside from the fact that is a sweeping generalization (one of the biggest concerns for beekeepers) -- this product should not be a problem if it is applied according to the label. They state plainly:

> This product is highly toxic to bees exposed to direct treatment or residues on blooming crops or weeds. Do not apply this product or allow it to drift to blooming crops or weeds if bees are visiting the treatment area. 

Further recommendations with specific fruits (pome fruits):

> Pre-harvest Interval: Do not harvest fruit until at least 21 days after application. Do not make more than one application per year. Do not apply until after trees have flowered or when bees are actively foraging.

Now, you could say that the product is unsafe because people don't use it correctly. This is similar to the  argument people use about guns: they are not safe when in the wrong hands, but safe when used with proper care and caution.
