Bob I would agree with Trevor regarding queen cells.  Mated queens shipped in Queen bee cages all attendant hand picked that is allowed in Canada. There an approved protocol by the Canadian Food Inspection Agency for import and transport queens from regions infested with SHB. You can get this protocol from your provincial Apiculturist.
