Easier to simply monitor the prevalence of indicator species in the streams.  Lack of such would then call for testing for sources of the responsible sources of the runoff causing the problem.

How do you take into account seasonal variations in those populations??  Such as mayflies or frogs  whos numbers bounce quite a bit seasonal and based on local predators?
