In essence you are saying they do not follow your rules so they produce 
more. That is the point. Organic has its set of practices and commercial 
has theirs. You may not like the fact that they have few restrictions, 
compared to organic, but those are the sandboxes where each of us 
decides to play.

Large commercial beekeepers have to make a living from it, so they use 
"Best Management Practices" (love that term) to do so. They get a larger 
return on investment by feeding cheap sugar or HFCS for overwintering 
(which is actually best for the bees) and taking off honey to sell at a 
premium. That is not bad but smart.
