Is this due to a trait of native bees, or because nucs of native stock with
EFB were sold by someone who did not realise that they had EFB?  My
understanding is the latter.

Peter,
here in Ontario Canada some folks do not know our rules and regulations,
those being that all equipment etc and nuc/hives require inspection prior to
sale and as a result end up with some form of disease on occasion.

Do you folks have something similar or is it buyer beware and as a result of
the latter you have large outbreaks in certain areas.
