> How many of us take periodic samples from our streams and additional
samples after heavy rains to determine what, exactly, is getting into our
streams.

Easier to simply monitor the prevalence of indicator species in the
streams.  Lack of such would then call for testing for sources of the
responsible sources of the runoff causing the problem.
