Hi Karen Kimball 

The shrews (I'm convinced) on most hives can reach a top entrance. In 
my hives I have a round 3/8" top entrance in the winter. if you have a
bigger hole put a plug in it with a 3/8" hole drilled. 

As soon as bees can forage gainfully you can remove the restrictions.
I have not encountered shrew problems in the normal bee foraging
part of the year.I start the restrictions at the same time as I close the 
hives for winter.
