   The earliest papers documenting varroa mites tolerant to fluvalinate
   were in Italian. They are in the reference list of a review paper in
   English:
    Watkins, Max. 1996. Resistance and its relevance to beekeeping.
         Bee World 77(4) 15 - 22.
 
   I don't know of published references, but varroa resistant to amitraz
   and (from a different area) coumaphos are reported to have been detected
   in Europe.
