I would agree with Chris that perhaps
the trap may be a bit small.  I prefer to 
use at least an 8 frame hive body or 10.
It might work, but remember, you 
are 'competing' with other voids, and
in the north east there are generally
an abundance of voids available.

The lure should be located just 
above the entrance.  A straw with
cotton, and ends stapled works well.

I have a habit of going heavy on
the lemongrass oil.  Perhaps, 1/8 cup
melted into about 1 cup of old beeswax.
I then paint a 6 X 6 inch square on 
the inside of the trap. just above the 
entrance, facing south.  Heat of the 
sun at mid day emits much lemongrass
oil.
