Why are you purchasing packages?  If you can't keep your bees through 
the winter for reasons of climate, there's no point in treating against 
Varroa at all.  If you can keep your bees alive through the winter, why 
not propagate from them?  If you have enough colonies you can enlist 
the assistance of Darwin in selecting for survivability.
