The solution to the AFB problem is pretty simple. Associations would pay a bounty for bonafide cases turned in, up to ten per beekeeper. The money would allow the beekeeper to replace his or her equipment and would remove the stigma attached to finding AFB in one's own hives. 

The whole association would benefit from the process of bringing AFB into the light, instead of it being some dark secret. Used to be, back in the day, there were public service announcements to the effect that "even nice girls get VD". The beekeeping community can take care of these problems without the government's so-called help.
